New U.S. Policy Restricts Interview Locations for Nonimmigrant Visas

The U.S. Department of State (DOS) announced Saturday that all nonimmigrant visa (NIV) applicants must schedule their visa interview appointments at a U.S. embassy or consulate in either their country of nationality or residence.

Previously, applicants had flexibility to schedule interviews in third countries with shorter wait times, which sometimes made scheduling easier or faster. The updated policy reduces that flexibility and standardizes where nonimmigrant visa interviews may take place.

The change comes on the heels of a similar DOS announcement last week regarding immigrant visa interview locations and is part of the Trump administration’s larger effort to restrict the U.S. visa process.

Who Does This Affect?

This policy applies to most nonimmigrant visas, including:

  • H visas (work visas)
  • L visas (intra-company transfers)
  • F and M visas (students)
  • J visas (exchange visitors)
  • B-1/B-2 visas (tourists/business visitors)

Exemptions exist for A, G, C-2, C-3, NATO, and other diplomatic or official visa types.

Key Details of the Policy

  • Standardized Interview Locations: Applicants must now attend interviews in their country of residence or nationality. Previously, many applicants scheduled interviews in third countries with shorter wait times.
  • Designated Processing Posts: Some countries without routine NIV operations require applicants to visit a specific embassy or consulate. For example, Afghan nationals may need to apply in Islamabad, Pakistan.
  • Exceptions: Humanitarian, medical, or foreign policy situations may qualify for exceptions at the Department of State’s discretion.
  • Fees: Visa application fees are non-refundable and non-transferable if an applicant schedules an interview outside the required location.

Tips for Navigating the New Policy

  • Check Your Designated Embassy or Consulate: Always verify the correct location for your visa category before scheduling your interview.
  • Plan Early: Appointment availability may be limited in your home country; schedule as soon as possible.
  • Consider Exceptions Carefully: Only apply for humanitarian or policy-based exceptions if you meet the criteria.
  • Keep Documents Updated: Ensure your DS-160, passport, and supporting documents are accurate and current.
